Congressman Robert Garcia’s Bipartisan Bill to Cut Red Tape & Save Taxpayer Dollars Signed Into Law by President Biden
The Eliminate Useless Reports Act was led by Senators Jon Ossoff and James Lankford in the Senate and Co-Sponsored by Republican Congressman Glenn Grothman
WASHINGTON, D.C. – Congressman Robert Garcia (CA-42), Senator Jon Ossoff (D-GA), Senator James Lankford (R-OK), and Congressman Glenn Grothman’s (WI-06) bipartisan bill to cut waste and improve government service has been signed into law by President Biden. The legislation will increase government efficiency by eliminating unnecessary federal agency reports to Congress, saving taxpayer dollars and allowing agencies to focus on their core missions. This is Congressman Garcia’s second bill to be signed into law; President Biden signed the bipartisan GAO Inspector General Parity Act into law on November 25, 2024.
“Outdated government reports waste time and resources without providing value. Having seen this issue firsthand during my time as Mayor of Long Beach, I worked alongside colleagues from both parties to push for legislation that streamlines our government processes," said Congressman Garcia. “I’m committed to making our government agencies more efficient and ensuring responsible use of our taxpayer dollars.”
“Taxpayer dollars are wasted on needless paperwork and red tape in the Federal government. We brought Republicans and Democrats together to cut waste and save taxpayer dollars,” said Senator Ossoff.
“Less paper, more productivity. While most required reports to Congress from federal agencies are important, some provide less value than the paper they are printed on. But even as they’ve long-outlasted their usefulness, they never seem to get cleared off agencies’ must-do lists,” said Senator Lankford. “Let’s save tax dollars and the time of federal workers to provide better and more effective customer service by eliminating these unnecessary yet mandatory reports.”

This bipartisan law will fix the broken process that decides which federal agency reports to Congress are no longer needed. The law will make it easier to reduce, combine, or stop certain reports that Congress requires, helping to cut wasteful federal spending and ensuring that agencies focus on their actual missions.
Congressman Garcia continues working to cut red tape within the federal government. On the Oversight Committee, he helps to oversee the efficiency of all government operations. Last year, he introduced the “FLASH Act” Fast-Track Logistics for Acquiring Supplies in a Hurry Act of 2023, to help the Department of Health and Human Services cut through red tape to quickly buy critical medical materials during emergencies—from PPE to tests and vaccines—as well as the critical materials needed to make and distribute medical supplies.
